"Harimau" is Indonesian for "tiger." A "tjap" is an Indonesian batik stamping plate. This might mean that the container was produced in Indonesia. The main location of production was Singapore, where they sold to the surrounding countries (such as Malaysia, Siam, etc). The Tiger Balm website describes some of the history.
